Many TB's discussions orbit around the idea of  learning to learn.  With this is mind, attached is a rather lengthy report (44 pages) entitled, "Learning to Learn: What is it and can it be measured?"   It is from the European Commission Joint Research Centre, Ispra, Italy. Ulf Fredricksson, one of the report's authors, summarizes the report nicely in a PowerPoint that you can view at:

Slide 6 of this PPT gives the European definition of learning to learn.

My rough notes from reading the report are below so you can decide whether you want to tackle the full report of not.

The report speaks to European efforts to build out the concept of what learning to learn is.  It talks about their initial attempts at building indicators that are measureable on whether students are learning to learn.  It speaks to development of a test to measure learning to learn.  It spends time supporting the claim that learning to learn is a key core competency and it attempts to define what learning to learn is.  It briefly addresses the debates surrounding cognitive psychology and social cultural paradigms of learning.  It defines what the EU feel are the "Key competencies" (pg 17) and gives a few other definitions of learning to learn.   It talks about the relationship between intelligences and learning to learn. It gets into problem solving (pg 23) and how it is more or less close to learning to learn.  It talks about learning strategies and how these are a concept close to learning to learn.  Starting on page 25 it gets in to measuring learning to learn and the various attempts at this in Europe (PISA, TIMSS, PIRLS, the University of Bristol's ELLI, the Dutch approach,  the Finnish Learning to Learn study, etc.).  You can "cut to the quick" by just reading the conclusion (page 36).
